Context of Psalms 33:14
12Blessed is the nation whose God is the Lord, The people He has chosen for His own inheritance. 13The Lord looks from heaven; He sees all the sons of mankind; From His dwelling place He looks out On all the inhabitants of the earth, 15He who fashions the hearts of them all, He who understands all their works. 16The king is not saved by a mighty army; A warrior is not rescued by great strength.

- Barnes’ Notes on the Bible · v. 14From the place of his habitation - From his dwelling - heaven. He looketh down - He continually sees. The sentiment is repeated here to show that no one can escape his eye; that the condition, the characters, the wants of all are intimately known to him, and that thus he can watch over his people - all that love and serve him - and can guard them from danger. See Psalm 33:18-19.Read the comment
