Context of Psalms 33:14
12What joy for the nation whose God is the Lord, whose people he has chosen as his inheritance. 13The Lord looks down from heaven and sees the whole human race. From his throne he observes all who live on the earth. 15He made their hearts, so he understands everything they do. 16The best-equipped army cannot save a king, nor is great strength enough to save a warrior.

- Barnes’ Notes on the Bible · v. 14From the place of his habitation - From his dwelling - heaven. He looketh down - He continually sees. The sentiment is repeated here to show that no one can escape his eye; that the condition, the characters, the wants of all are intimately known to him, and that thus he can watch over his people - all that love and serve him - and can guard them from danger. See Psalm 33:18-19.Read the comment
- Matthew Henry Concise Commentary · v. 12-22Verses 12-22 All the motions and operations of the souls of men, which no mortals know but themselves, God knows better than they do.
