Context of Psalms 33:14
12Blessed is the nation whose God is Adonai, the people He chose for His own inheritance. 13Adonai looks down from heaven. He observes all humanity. From His dwelling place He gazes on all the inhabitants of the earth— 15He who fashions the hearts of all, who discerns all their deeds. 16No king is saved by his great army, no warrior is delivered by great strength.

- Barnes’ Notes on the Bible · v. 14From the place of his habitation - From his dwelling - heaven. He looketh down - He continually sees. The sentiment is repeated here to show that no one can escape his eye; that the condition, the characters, the wants of all are intimately known to him, and that thus he can watch over his people - all that love and serve him - and can guard them from danger. See Psalm 33:18-19.Read the comment
