Context of Psalms 33:14
12How blessed is the nation whose God is the Lord, the people whom he has chosen to be his special possession. 13The Lord watches from heaven; he sees all people. From the place where he lives he looks carefully at all the earth’s inhabitants. 15He is the one who forms every human heart, and takes note of all their actions. 16No king is delivered by his vast army; a warrior is not saved by his great might.

- Barnes’ Notes on the Bible · v. 14From the place of his habitation - From his dwelling - heaven. He looketh down - He continually sees. The sentiment is repeated here to show that no one can escape his eye; that the condition, the characters, the wants of all are intimately known to him, and that thus he can watch over his people - all that love and serve him - and can guard them from danger. See Psalm 33:18-19.Read the comment
- Matthew Henry Concise Commentary · v. 12-22Verses 12-22 All the motions and operations of the souls of men, which no mortals know but themselves, God knows better than they do. Their hearts, as well as their times, are all in his hand; he formed the spirit of each man within him.
