Context of Psalms 33:14
12Blessed is the nation whose God is Jehovah, the people that he hath chosen for his inheritance! 13Jehovah looketh from the heavens; he beholdeth all the sons of men: From the place of his habitation he looketh forth upon all the inhabitants of the earth; 15He who fashioneth the hearts of them all, who considereth all their works. 16The king is not saved by the multitude of [his] forces; a mighty man is not delivered by much strength.

- Barnes’ Notes on the Bible · v. 14From the place of his habitation - From his dwelling - heaven. He looketh down - He continually sees. The sentiment is repeated here to show that no one can escape his eye; that the condition, the characters, the wants of all are intimately known to him, and that thus he can watch over his people - all that love and serve him - and can guard them from danger. See Psalm 33:18-19.Read the comment
- Matthew Henry Concise Commentary · v. 12-22Verses 12-22 All the motions and operations of the souls of men, which no mortals know but themselves, God knows better than they do.
