Context of Psalms 33:14
12The Lord blesses the nation that has him as their God. He has chosen them to belong to him, as his own special people. 13The Lord looks down from heaven. He sees every man, woman and child. From the place where he lives, he watches everyone that lives on the earth. 15He made each person and all their thoughts. He knows everything that they do. 16A great army will not save their king. A soldier does not stay alive because he is strong.

- Barnes’ Notes on the Bible · v. 14From the place of his habitation - From his dwelling - heaven. He looketh down - He continually sees. The sentiment is repeated here to show that no one can escape his eye; that the condition, the characters, the wants of all are intimately known to him, and that thus he can watch over his people - all that love and serve him - and can guard them from danger. See Psalm 33:18-19.Read the comment
- Matthew Henry Concise Commentary · v. 12-22Verses 12-22 All the motions and operations of the souls of men, which no mortals know but themselves, God knows better than they do. All the powers of the creature depend upon him, and are of no account, of no avail at all, without him. If we make God's favour sure towards us, then we need not fear whatever is against us.
