Psalms 33:9-11
9For 1He spoke, and it was done; He commanded, and it 2stood fast.10The Lord 3nullifies the counsel of the nations; He frustrates the plans of the peoples.11The 4counsel of the Lord stands forever, The 5plans of His heart from generation to generation.
