Context of Psalms 119:23
21You rebuke the arrogant, the cursed, Who wander from Your commandments. 22Take away reproach and contempt from me, For I observe Your testimonies. Even though princes sit and talk against me, Your servant meditates on Your statutes. 24Your testimonies also are my delight; They are my counselors. 25My soul cleaves to the dust; Revive me according to Your word.

- Barnes’ Notes on the Bible · v. 23Princes also did sit and speak against me - This would have been applicable to David many times in his life, but it was also applicable to many others, and there is nothing in the language which would limit it to David.
