Context of Psalms 94:9
7They have said, “The Lord does not see, Nor does the God of Jacob perceive.” 8Pay attention, you stupid ones among the people; And when will you understand, foolish ones? He who planted the ear, does He not hear? Or He who formed the eye, does He not see? 10He who disciplines the nations, will He not rebuke, He who teaches mankind knowledge? 11The Lord knows human thoughts, That they are mere breath.

- Adam Clarke Bible Commentary · v. 9He that planted the ear, shall he not hear? - This is allowed to be an unanswerable mode of argumentation. Whatever is found of excellence in the creature, must be derived from the Creator, and exist in him in the plenitude of infinite excellence. God, says St. Jerome, is all eye, because he sees all; he is all hand, because he does all things; he is all foot, for he is every where present. The psalmist does not say, He that planted the ear, hath he not…Read the comment
- Barnes’ Notes on the Bible · v. 9He that planted the ear - He that made the ear. The word here used in the original is a participle. “Shall not he planting the ear;” that is, the “planter” of the ear. The idea seems to have been taken from the act of making a “hole” in the ground when we set out a plant - as if, in like manner, a “hole” had been made in the side of the head to insert the ear. Shall he not hear? - He could not have created the faculty of hearing, without possessing it…Read the comment
