Exodus 18:19-22
Hearken nowH6258 to my voiceH6963: I will give thee counselH3289, and 1GodH430 shall beH1961 with thee. BeH1961 thou for the peopleH5971 with 2GodH430, and bringH935 the mattersH1697 before 3GodH430;
and teach them the statutesH2706 and the lawsH8451, and makeH6213 knownH3045 to them the wayH1870 in which they must walk, and the workH4639 that they must do.
But do thou provide among all the peopleH5971 able menH376, such as fearH3373 4GodH430, menH376 of truthH571, hatingH8130 covetousness; and placeH7760 [them] over them, chiefsH8269 of thousandsH505, chiefsH8269 of hundredsH3967, chiefsH8269 of fiftiesH2572, and chiefsH8269 of tensH6235,
that they may judgeH8199 the peopleH5971 at all timesH6256; and it shall beH1961 [that] they shall bringH935 to thee every greatH1419 matterH1697, and that they shall judgeH8199 every smallH6996 matterH1697, and they shall lightenH7043 [the task] on thee, and they shall bearH5375 [it] with thee.
