Context of Revelation 13:14
12He exercises all the authority of the first beast in his presence. And he makes the earth and those who live on it worship the first beast, whose fatal wound was healed. 13He performs great signs, so that he even makes fire come down out of the sky to the earth in the presence of people. And he deceives those who live on the earth because of the signs which it was given him to perform in the presence of the beast, telling those who live on the earth to make an image to the beast who had the wound of the sword and has come to life. 15And it was given to him to give breath to the image of the beast, so that the image of the beast would even speak and cause all who do not worship the image of the beast to be killed. 16And he causes all, the small and the great, the rich and the poor, and the free and the slaves, to be given a mark on their right hands or on their foreheads,

- Adam Clarke Bible Commentary · v. 14Saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live - The image of the beast must designate a person who represents in himself the whole power of the Latin empire, therefore it cannot be the emperor; for though he was, according to his own account, supremum caput Christianitatis, the supreme head of Christendom, yet he was only the chief of the Germanic confederation, and…Read the comment
- Barnes’ Notes on the Bible · v. 14And deceiveth them that dwell on the earth by the means of those miracles - Nothing could possibly be more descriptive of the papacy than this. It has been kept up by deception and delusion, and its pretended miracles have been, and are to this day, the means by which this is done. Anyone in the slightest degree acquainted with the pretended miracles practiced at Rome, will see the propriety of this description as applied to the papacy. The main fact here…Read the comment
- Matthew Henry Concise Commentary · v. 11-18Verses 11-18 Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment
