Context of Revelation 13:14
12It worked for the first wild animal and it used the authority of the first wild animal. It made all the people on earth worship the first wild animal. That first animal was the one that someone had hurt very much. It seemed that it would soon die but it had become well again. 13The second wild animal did great miracles. It even caused fire to come down from heaven to the earth, while people watched. It used the authority of the first wild animal to do many miracles. In that way, it deceived the people who lived on the earth. It told them to make an image of the first wild animal. This was the animal that was still alive after a sword had given it a bad wound. 15The second wild animal received power to give life to the image of the first wild animal. As a result, the image could speak. It said, ‘Anyone who refuses to worship me must die!’ 16The second wild animal also caused everyone to receive a mark. Everyone received a mark on their right hand or on the front of their head. This included important people and ordinary people, rich people and poor people, free people and slaves.

- Adam Clarke Bible Commentary · v. 14Saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live - The image of the beast must designate a person who represents in himself the whole power of the Latin empire, therefore it cannot be the emperor; for though he was, according to his own account, supremum caput Christianitatis, the supreme head of Christendom, yet he was only the chief of the Germanic confederation, and…Read the comment
- Barnes’ Notes on the Bible · v. 14And deceiveth them that dwell on the earth by the means of those miracles - Nothing could possibly be more descriptive of the papacy than this. It has been kept up by deception and delusion, and its pretended miracles have been, and are to this day, the means by which this is done. Anyone in the slightest degree acquainted with the pretended miracles practiced at Rome, will see the propriety of this description as applied to the papacy. The main fact here…Read the comment

It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment
