Context of Revelation 13:14
12He exercises all the authority of the first beast in his presence [when the two are together]. And he makes the earth and those who inhabit it worship the first beast, whose deadly wound was healed. 13He performs great signs (awe-inspiring acts), even making fire fall from the sky to the earth, right before peoples’ eyes. And he deceives those [unconverted ones] who inhabit the earth [into believing him] because of the signs which he is given [by Satan] to perform in the presence of the [first] beast, telling those who inhabit the earth to make an image to the beast who was wounded [fatally] by the sword and has come back to life. 15And he is given power to give breath to the image of the beast, so that the image of the beast will even [appear to] speak, and cause those who do not bow down and worship the image of the beast to be put to death. 16Also he compels all, the small and the great, and the rich and the poor, and the free men and the slaves, to be given a mark on their right hand or on their forehead [signifying allegiance to the beast],

- Adam Clarke Bible Commentary · v. 14Saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live - The image of the beast must designate a person who represents in himself the whole power of the Latin empire, therefore it cannot be the emperor; for though he was, according to his own account, supremum caput Christianitatis, the supreme head of Christendom, yet he was only the chief of the Germanic confederation, and…Read the comment
- Barnes’ Notes on the Bible · v. 14And deceiveth them that dwell on the earth by the means of those miracles - Nothing could possibly be more descriptive of the papacy than this. It has been kept up by deception and delusion, and its pretended miracles have been, and are to this day, the means by which this is done. Anyone in the slightest degree acquainted with the pretended miracles practiced at Rome, will see the propriety of this description as applied to the papacy. The main fact here…Read the comment

It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment
