Context of Revelation 13:14
12The second beast uses all the authority of the first beast in its presence. The second beast makes the earth and those living on it worship the first beast, whose fatal wound was healed. 13The second beast performs spectacular signs. It even makes fire come down from heaven to earth in front of people. It deceives those living on earth with the signs that it is allowed to do in front of the ⌞first⌟ beast. It tells those living on earth to make a statue for the beast who was wounded by a sword and yet lived. 15The second beast was allowed to put breath into the statue of the ⌞first⌟ beast. Then the statue of the ⌞first⌟ beast could talk and put to death whoever would not worship it. 16The second beast forces all people—important and unimportant people, rich and poor people, free people and slaves—to be branded on their right hands or on their foreheads.

Commentaries on Revelation 13:14
- Adam Clarke Bible Commentary · v. 14Saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live - The image of the beast must designate a person who represents in himself the whole power of the Latin empire, therefore it cannot be the emperor; for though he was, according to his own account, supremum caput Christianitatis, the supreme head of Christendom, yet he was only the chief of the Germanic confederation, and…Read the comment
- Barnes’ Notes on the Bible · v. 14And deceiveth them that dwell on the earth by the means of those miracles - Nothing could possibly be more descriptive of the papacy than this. It has been kept up by deception and delusion, and its pretended miracles have been, and are to this day, the means by which this is done. Anyone in the slightest degree acquainted with the pretended miracles practiced at Rome, will see the propriety of this description as applied to the papacy. The main fact here…Read the comment
- Matthew Henry Concise Commentary · v. 11-18Verses 11-18 Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment
