Context of Romans 10:18
16However, they did not all heed the good news; for Isaiah says, “Lord, who has believed our report?” 17So faith comes from hearing, and hearing by the word of Christ. But I say, surely they have never heard, have they? On the contrary: “Their voice has gone out into all the earth, And their words to the ends of the world.” 19But I say, surely Israel did not know, did they? First Moses says, “I will make you jealous with those who are not a nation, With a foolish nation I will anger you.” 20And Isaiah is very bold and says, “I was found by those who did not seek Me, I revealed Myself to those who did not ask for Me.”

- Adam Clarke Bible Commentary · v. 18But I say, have they not heard? - But to return to the objection: You say they have not all Believed; I ask: Have they not all Heard? Have not the means of salvation been placed within the reach of every Jew in Palestine, and within the reach of all those who sojourn in the different Gentile countries where we have preached the Gospel, as well to the Jews as to the Gentiles themselves? Yes: for we may say of the preaching of the Gospel what the psalmist…Read the comment
- Barnes’ Notes on the Bible · v. 18But I say - But to this objection, I, the apostle, reply. The objection had been carried through the previous verses. The apostle comes now to reply to it. In doing this, he does not deny the principle contained in it, that the gospel should be preached in order that people might be justly condemned for not believing it; not that the messengers must be sent by God, not that faith comes by hearing. All this he fully admits. But he proceeds to show, by an…Read the comment
- Matthew Henry Concise Commentary · v. 18-21Verses 18-21 Did not the Jews know that the Gentiles were to be called in? They might have known it from Moses and Isaiah. Isaiah speaks plainly of the grace and favour of God, as going before in the receiving of the Gentiles. Was not this our own case? Did not God begin in love, and make himself known to us when we did not ask after him? The patience of God towards provoking sinners is wonderful. The time of God's patience is called a day, light as day…Read the comment
- Tyndale Open Study Notes · v. 18Indeed they did: Paul quotes Psalm 19:4 to show that the message of the good news about Jesus was available to all people through creation. In this sense, God had already made his message widely known. By the time Paul wrote the book of Romans, early Christian messengers had spread the good news through much of the Roman Empire. Because of this, most Jews had many opportunities to hear the message.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1818. But I say, Have they not heard?--"Did they not hear?" Can Israel, through any region of his dispersion, plead ignorance of these glad tidings? Yes, verily, their sound went--"their voice went out" into all the earth, and their words unto the end of the world--These beautiful words are from Psa 19:4. Whether the apostle quoted them as in their primary intention applicable to his subject (as Olshausen, Alford, &c.), or only "used scriptural language to…Read the comment
