Context of Isaiah 26:14
12Lord, You will establish peace for us, Since You have also performed for us all our works. 13Lord, our God, other masters besides You have ruled us; But through You alone we confess Your name. The dead will not live, the departed spirits will not rise; Therefore You have punished and destroyed them, And You have eliminated all remembrance of them. 15You have increased the nation, Lord, You have increased the nation, You are glorified; You have extended all the borders of the land. 16Lord, they sought You in distress; They could only whisper a prayer, Your discipline was upon them.

- Barnes’ Notes on the Bible · v. 14They are dead - That is, the kings and tyrants to whom reference is made in Isaiah 26:13. The principal enemies of the Jews, who had oppressed them, were slain when Babylon was taken by Cyrus (see the notes at Isaiah 14:9-10; compare Psalm 88:11; Proverbs 2:18; Proverbs 9:18; Proverbs 21:16). The sense here is, that they had died and gone to the land of shades, and were now unable anymore to reach or injure the people of God. Therefore - Or rather, “for”…Read the comment
