Context of Isaiah 26:14
12Lord, you establish peace for us; all that we have accomplished you have done for us. 13Lord our God, other lords besides you have ruled over us, but your name alone do we honor. They are now dead, they live no more; their spirits do not rise. You punished them and brought them to ruin; you wiped out all memory of them. 15You have enlarged the nation, Lord; you have enlarged the nation. You have gained glory for yourself; you have extended all the borders of the land. 16Lord, they came to you in their distress; when you disciplined them, they could barely whisper a prayer.

- Barnes’ Notes on the Bible · v. 14They are dead - That is, the kings and tyrants to whom reference is made in Isaiah 26:13. The principal enemies of the Jews, who had oppressed them, were slain when Babylon was taken by Cyrus (see the notes at Isaiah 14:9-10; compare Psalm 88:11; Proverbs 2:18; Proverbs 9:18; Proverbs 21:16). The sense here is, that they had died and gone to the land of shades, and were now unable anymore to reach or injure the people of God. Therefore - Or rather, “for”…Read the comment
