Context of Revelation 13:12

10If anyone is destined for captivity, to captivity he goes; if anyone kills with the sword, with the sword he must be killed. Here is the perseverance and the faith of the saints. 11Then I saw another beast coming up out of the earth; and he had two horns like a lamb and he spoke as a dragon. He exercises all the authority of the first beast in his presence. And he makes the earth and those who dwell in it to worship the first beast, whose fatal wound was healed. 13He performs great signs, so that he even makes fire come down out of heaven to the earth in the presence of men. 14And he deceives those who dwell on the earth because of the signs which it was given him to perform in the presence of the beast, telling those who dwell on the earth to make an image to the beast who had the wound of the sword and has come to life.

Commentaries on Revelation 13:12

• Adam Clarke Bible Commentary · v. 12And he exercised all the power of the first beast before him - In the preceding verse the two-horned beast was represented as rising out of the earth, that is, obtaining gradually more and more influence in the civil affairs of the Latin world. Here he it represented as having obtained the direction and management of all the power of the first beast or secular Latin empire before him, , in his presence. That the Romish hierarchy has had the extensive…Read the comment
• Barnes’ Notes on the Bible · v. 12And he exerciseth all the power of the first beast before him - The same amount of power; the same kind of power. This shows a remarkable relationship between these two beasts; and proves that it was intended to refer to the same power substantially, though manifested in a different form. In the fulfillment of this, we should naturally look for some government whose authority extended far, and which was absolute and arrogant in its character, for this is…Read the comment
• Matthew Henry Concise Commentary · v. 11-18Verses 11-18 Those who understand the first beast to denote a worldly power, take the second to be also a persecuting and assumed power, which acts under the disguise of religion, and of charity to the souls of men. It is a spiritual dominion, professing to be derived from Christ, and exercised at first in a gentle manner, but soon spake like the dragon. Its speech betrayed it; for it gives forth those false doctrines and cruel decrees, which show it to…Read the comment

The image represents the constant return of evil, especially in the last days (see study note on Revelation 17:8).Read the comment
