Context of Deuteronomy 2:5
3‘You have circled this mountain long enough. Now turn north, 4and command the people, saying, “You are going to pass through the territory of your brothers the sons of Esau, who live in Seir; and they will be afraid of you. So be very careful; do not provoke them, for I will not give you any of their land, not even as much as a footprint, because I have given Mount Seir to Esau as a possession. 6You are to buy food from them with money so that you may eat, and you shall also purchase water from them with money so that you may drink. 7For the Lord your God has blessed you in all that you have done; He has known your wandering through this great wilderness. These forty years the Lord your God has been with you; you have not lacked anything.”’

- Tyndale Open Study Notes · v. 5I have given: God's gift of a promised land was not only for Israel. He also gave lands to Edom, Moab, Ammon, and the Caphtorites (2:9; 2:19; 2:22–23). God chose Israel as a special nation (1:31; see also 7:6; 14:2; Exodus 19:5). Yet, he is the God of all nations and has a place and purpose for each one (Deuteronomy 32:8; Acts 17:26). - Jamieson–Fausset–Brown Commentary · v. 5-75-7. Meddle not with them--that is, "which dwell in Seir" (De 2:4)--for there was another branch of Esau's posterity, namely, the Amalekites, who were to be fought against and destroyed (Ge 36:12; Ex 17:14; De 25:17). But the people of Edom were not to be injured, either in their persons or property.
