Context of Deuteronomy 2:5
3‘You have gone around this hill country long enough—turn to the north. 4Command the people saying, “You are about to cross into the territory of your relatives, the sons of Esau, who dwell in Seir. They will be afraid of you, so be very careful. Do not provoke them, for I will not give you any of their land—not even a footprint—because I have given the hill country of Seir to Esau as a possession. 6You are to buy food from them for money so that you may eat, and you are also to buy water from them for money so that you may drink. 7For Adonai your God has blessed you in all the work of your hand—He has known your wanderings through this great wilderness. These 40 years Adonai your God has been with you—you have lacked nothing.”’

- Tyndale Open Study Notes · v. 5I have given: God's gift of a promised land was not only for Israel. He also gave lands to Edom, Moab, Ammon, and the Caphtorites (2:9; 2:19; 2:22–23). God chose Israel as a special nation (1:31; see also 7:6; 14:2; Exodus 19:5). Yet, he is the God of all nations and has a place and purpose for each one (Deuteronomy 32:8; Acts 17:26). - Jamieson–Fausset–Brown Commentary · v. 5-75-7. Meddle not with them--that is, "which dwell in Seir" (De 2:4)--for there was another branch of Esau's posterity, namely, the Amalekites, who were to be fought against and destroyed (Ge 36:12; Ex 17:14; De 25:17). But the people of Edom were not to be injured, either in their persons or property.
