Context of Deuteronomy 2:5
3Ye have gone round this mountain long enough: turn you northward. 4And command the people, saying, Ye are to pass through the border of your brethren the children of Esau, who dwell in Seir; and they will be afraid of you; and ye shall be very guarded: attack them not; for I will not give you of their land, no, not so much as a foot-breadth; for I have given mount Seir as a possession unto Esau. 6Ye shall buy of them food for money, that ye may eat; and water shall ye also buy of them for money, that ye may drink; 7for Jehovah thy God hath blessed thee in all the work of thy hand. He hath known thy walking through this great wilderness: these forty years hath Jehovah thy God been with thee; thou hast lacked nothing.

God chose Israel as a special nation (1:31; see also 7:6; 14:2; Exodus 19:5). Yet, he is the God of all nations and has a place and purpose for each one (Deuteronomy 32:8; Acts 17:26). - Jamieson–Fausset–Brown Commentary · v. 5-75-7. Meddle not with them--that is, "which dwell in Seir" (De 2:4)--for there was another branch of Esau's posterity, namely, the Amalekites, who were to be fought against and destroyed (Ge 36:12; Ex 17:14; De 25:17). But the people of Edom were not to be injured, either in their persons or property.
