Context of Deuteronomy 2:5
3“You have been wandering around this hill country long enough; turn to the north 4and command the people: ‘You will pass through the territory of your brothers, the descendants of Esau, who live in Seir. They will be afraid of you, so you must be very careful. Do not provoke them, for I will not give you any of their land, not even a footprint, because I have given Mount Seir to Esau as his possession. 6You are to pay them in silver for the food you eat and the water you drink.’” 7Indeed, the LORD your God has blessed you in all the work of your hands. He has watched over your journey through this vast wilderness. The LORD your God has been with you these forty years, and you have lacked nothing.

- Tyndale Open Study Notes · v. 5I have given: God's gift of a promised land was not only for Israel. He also gave lands to Edom, Moab, Ammon, and the Caphtorites (2:9; 2:19; 2:22–23). God chose Israel as a special nation (1:31; see also 7:6; 14:2; Exodus 19:5). Yet, he is the God of all nations and has a place and purpose for each one (Deuteronomy 32:8; Acts 17:26). - Jamieson–Fausset–Brown Commentary · v. 5-75-7. Meddle not with them--that is, "which dwell in Seir" (De 2:4)--for there was another branch of Esau's posterity, namely, the Amalekites, who were to be fought against and destroyed (Ge 36:12; Ex 17:14; De 25:17). But the people of Edom were not to be injured, either in their persons or property.
