Context of Deuteronomy 2:5
3‘You have been wandering around in this hill country long enough; turn to the north. 4Give these orders to the people: “You will pass through the country belonging to your relatives the Edomites, the descendants of Esau, who live in Seir. The Edomites will feel threatened, so be careful. Do not bother them, for I have given them all the hill country around Mount Seir as their property, and I will not give you even one square foot of their land. 6If you need food to eat or water to drink, pay them for it. 7For the Lord your God has blessed you in everything you have done. He has watched your every step through this great wilderness. During these forty years, the Lord your God has been with you, and you have lacked nothing.”’

- Tyndale Open Study Notes · v. 5I have given: God's gift of a promised land was not only for Israel. He also gave lands to Edom, Moab, Ammon, and the Caphtorites (2:9; 2:19; 2:22–23). God chose Israel as a special nation (1:31; see also 7:6; 14:2; Exodus 19:5). Yet, he is the God of all nations and has a place and purpose for each one (Deuteronomy 32:8; Acts 17:26). - Jamieson–Fausset–Brown Commentary · v. 5-75-7. Meddle not with them--that is, "which dwell in Seir" (De 2:4)--for there was another branch of Esau's posterity, namely, the Amalekites, who were to be fought against and destroyed (Ge 36:12; Ex 17:14; De 25:17). But the people of Edom were not to be injured, either in their persons or property.
