Context of Romans 10:1
Brothers and sisters, my heart’s desire and my prayer to God for them is for their salvation. 2For I testify about them that they have a zeal for God, but not in accordance with knowledge. 3For not knowing about God’s righteousness and seeking to establish their own, they did not subject themselves to the righteousness of God.

- Adam Clarke Bible Commentary · v. 1My heart's desire, etc. - Though the apostle knew that the Jews were now in a state of rejection, yet he knew also that they were in this state through their own obstinacy, and that God was still waiting to be gracious, and consequently, that they might still repent and turn to him. Of his concern for their salvation he had already given ample proof, when he was willing to become a sacrifice for their welfare, see Romans 9:3.Read the comment

- Tyndale Open Study Notes · v. 1-21n this section, Paul addresses a serious question. Many Jews did not believe in Jesus. If God had promised salvation to Israel, how could Jesus truly fulfill God’s plan when so few Jews believed (9:1–5)? In response, Paul uses the Old Testament to show that God always planned to save only a remnant, that is, a smaller group within Israel (9:6–29). Paul also explains that many Jews did not accept Christ because they refused to trust in him (9:30–10:21)…Read the comment
