Context of Romans 10:1
Brothers and sisters, my heart’s desire and prayer to God on behalf of the Jewish people is that they would be saved. 2I can assure you that they are deeply devoted to God, but they are misguided. 3They don’t understand ⌞how to receive⌟ God’s approval. So they try to set up their own way to get it, and they have not accepted God’s way for receiving his approval.

Commentaries on Romans 10:1
- Adam Clarke Bible Commentary · v. 1My heart's desire, etc. - Though the apostle knew that the Jews were now in a state of rejection, yet he knew also that they were in this state through their own obstinacy, and that God was still waiting to be gracious, and consequently, that they might still repent and turn to him. Of his concern for their salvation he had already given ample proof, when he was willing to become a sacrifice for their welfare, see Romans 9:3.Read the comment

- Tyndale Open Study Notes · v. 1-21n this section, Paul addresses a serious question. Many Jews did not believe in Jesus. If God had promised salvation to Israel, how could Jesus truly fulfill God’s plan when so few Jews believed (9:1–5)? In response, Paul uses the Old Testament to show that God always planned to save only a remnant, that is, a smaller group within Israel (9:6–29). Paul also explains that many Jews did not accept Christ because they refused to trust in him (9:30–10:21)…Read the comment
