Context of Revelation 14:8
6And I saw another angel flying in midheaven with an eternal gospel to preach to those who live on the earth, and to every nation, tribe, language, and people; 7and he said with a loud voice, “Fear God and give Him glory, because the hour of His judgment has come; worship Him who made the heaven and the earth, and sea and springs of waters.” And another angel, a second one, followed, saying, “Fallen, fallen is Babylon the great, she who has made all the nations drink of the wine of the passion of her sexual immorality.” 9Then another angel, a third one, followed them, saying with a loud voice, “If anyone worships the beast and his image, and receives a mark on his forehead or on his hand, 10he also will drink of the wine of the wrath of God, which is mixed in full strength in the cup of His anger; and he will be tormented with fire and brimstone in the presence of the holy angels and in the presence of the Lamb.

- Adam Clarke Bible Commentary · v. 8Babylon is fallen, is fallen - This is generally understood to be a prediction concerning Rome; and it is certain that Rome, in the rabbinical writings, is termed Babylon. That great city - Among the same writers this city is styled רבתא קרתא karta rabbetha, the great city; and רבתא רומי Romi rabbetha, the great Rome. But which Rome is meant? Pagan or Papal Rome? Some parts of the description apply best to the former. The wine of the wrath of her…Read the comment
- Barnes’ Notes on the Bible · v. 8And there followed another angel - That is, in the vision. It is not necessary to suppose that this would, in the fulfillment, succeed the other in time. The chapter is made up of a number of representations, all designed to illustrate the same general thing, and to produce the same general effect on the mind - that the gospel would be finally triumphant, and that, therefore, the hearts of the troubled and the afflicted should be comforted. The gospel is the great means whereby men are brought to fear God, and to give glory to him. The preaching of the everlasting gospel shakes the foundations of antichrist in the world, and hastens its downfal. If any persist in being subject to…Read the comment
