Context of Isaiah 8:18
16Bind up the testimony, seal the Law among my disciples. 17And I will wait for the Lord who is hiding His face from the house of Jacob; I will wait eagerly for Him. Behold, I and the children whom the Lord has given me are for signs and wonders in Israel from the Lord of armies, who dwells on Mount Zion. 19When they say to you, “Consult the mediums and the spiritists who whisper and mutter,” should a people not consult their God? Should they consult the dead in behalf of the living? 20To the Law and to the testimony! If they do not speak in accordance with this word, it is because they have no dawn.

- Barnes’ Notes on the Bible · v. 18Behold, I - By signs and wonders,‘ here, it is meant that they, by the names given them, were intended to teach important lessons to the Jewish people. Their names were significant, and were designed to illustrate some important truth; and especially the prophet here intimates that they were to inculcate the truth in regard to the presence and protection of God, to induce the people to look to him. Thus the name immanuel, God with us,‘ Isaiah 7:14; and…Read the comment
