Context of Exodus 22:25
23If you oppress him at all, and if he does cry out to Me, I will assuredly hear his cry; 24and My anger will be kindled, and I will kill you with the sword, and your wives shall become widows and your children fatherless. “If you lend money to My people, to the poor among you, you are not to act as a creditor to him; you shall not charge him interest. 26If you ever seize your neighbor’s cloak as a pledge, you are to return it to him before the sun sets, 27for that is his only covering; it is his cloak for his body. What else is he to sleep in? And it will come about that when he cries out to Me, I will listen to him, for I am gracious.

- Adam Clarke Bible Commentary · v. 25Neither shalt thou lay upon him usury - נשך neshech, from nashach, to bite, cut, or pierce with the teeth; biting usury. So the Latins call it usura vorax, devouring usury. "The increase of usury is called נשך neshech, because it resembles the biting of a serpent; for as this is so small as scarcely to be perceptible at first, but the venom soon spreads and diffuses itself till it reaches the vitals, so the increase of usury, which at first is not…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property. The penalty for the theft of a sheep which was slain or sold, was fourfold; for an ox fivefold, because of its greater utility in labor; but, should the stolen animal have been recovered alive, a double compensation was all that was required, because it was presumable he (the thief) was not a practised adept in dishonesty…Read the comment
