Context of Exodus 22:25
23If you afflict them in any way and they cry to me, I will surely hear their cry, 24and my anger will burn and I will kill you with the sword, and your wives will be widows and your children will be fatherless. “If you lend money to any of my people who are needy among you, do not be like a moneylender to him; do not charge him interest. 26If you do take the garment of your neighbor in pledge, you must return it to him by the time the sun goes down, 27for it is his only covering – it is his garment for his body. What else can he sleep in? And when he cries out to me, I will hear, for I am gracious.

- Adam Clarke Bible Commentary · v. 25Neither shalt thou lay upon him usury - נשך neshech, from nashach, to bite, cut, or pierce with the teeth; biting usury. "The increase of usury is called נשך neshech, because it resembles the biting of a serpent; for as this is so small as scarcely to be perceptible at first, but the venom soon spreads and diffuses itself till it reaches the vitals, so the increase of usury, which at first is not…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property.
