Context of Judges 20:10
8Then all the people rose up as one person, saying, “Not one of us will go to his tent, nor will any of us go home. 9But now this is the thing which we will do to Gibeah; we will go up against it by lot. And we will take ten men out of a hundred throughout the tribes of Israel, and a hundred out of a thousand, and a thousand out of ten thousand to supply provisions for the people, so that when they come to Gibeah of Benjamin, they may punish them for all the vile sin that they have committed in Israel.” 11So all the men of Israel were gathered against the city, united as one man. 12Then the tribes of Israel sent men through the entire tribe of Benjamin, saying, “What is this wickedness that has taken place among you?

- Tyndale Open Study Notes · v. 1-48These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
