Judges 20:10
10We will take ten men from every 100 men in each tribe. We will take 100 men from every 1,000 men, and 1,000 men from every 10,000 men. Those men will find food for the other soldiers. That will be their job. Then the other soldiers will be able to attack Gibeah. They will punish Gibeah's people as they deserve for the terrible thing that they have done.’

Context of Judges 20:10
8All the people stood up together. They all promised, ‘None of us will go home. Not one of us will return to his house. 9Instead, this is what we will do to the people of Gibeah. We will use lots to decide who should attack the city. We will take ten men from every 100 men in each tribe. We will take 100 men from every 1,000 men, and 1,000 men from every 10,000 men. Those men will find food for the other soldiers. That will be their job. Then the other soldiers will be able to attack Gibeah. They will punish Gibeah's people as they deserve for the terrible thing that they have done.’ 11So all the Israelites agreed together that they would attack Gibeah, in the land of Benjamin. 12The Israelite tribes sent men with a message to all the places in Benjamin. They said, ‘You must know that some of your men have done an evil thing.

- Tyndale Open Study Notes · v. 1-48These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
