Context of Judges 20:10
8And all the people arose as one man, saying, We will not any of us go to his tent, neither will we any of us turn unto his house. 9But now this is the thing which we will do to Gibeah: we will go up against it by lot; and we will take ten men of a hundred throughout all the tribes of Israel, and a hundred of a thousand, and a thousand out of ten thousand, to fetch victuals for the people, that they may do, when they come to Gibeah of Benjamin, according to all the folly that they have wrought in Israel. 11So all the men of Israel were gathered against the city, knit together as one man. 12And the tribes of Israel sent men through all the tribe of Benjamin, saying, What wickedness is this that is come to pass among you?

- Tyndale Open Study Notes · v. 1-48These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 8-178-13. all the people arose as one man--The extraordinary unanimity that prevailed shows, that notwithstanding great disorders had broken out in many parts, the people were sound at the core; and remembering their national covenant with God, they now felt the necessity of wiping out so foul a stain on their character as a people. It was resolved that the inhabitants of Gibeah should be subjected to condign punishment. But the resolutions were conditional…Read the comment
