Context of Isaiah 29:18
16You turn things around! Shall the potter be considered as equal with the clay, That what is made would say to its maker, “He did not make me”; Or what is formed say to him who formed it, “He has no understanding”? 17Is it not yet just a little while Before Lebanon will be turned into a fertile field, And the fertile field will be considered as a forest? On that day those who are deaf will hear words of a book, And out of their gloom and darkness the eyes of those who are blind will see. 19The afflicted also will increase their joy in the Lord, And the needy of mankind will rejoice in the Holy One of Israel. 20For the ruthless will come to an end and the scorner will be finished, Indeed all who are intent on doing evil will be eliminated,

- Barnes’ Notes on the Bible · v. 18Shall the deaf hear the words of the book - They who now have the law and do not understand it, the people who seem to be deaf to all that God says, shall hear and understand it. Shall see out of obscurity - That is, the darkness being removed, they shall see clearly the truth of God, and discern and love its beauty. Their eyes are now blinded, but then they shall see clearly.Read the comment
