Context of Deuteronomy 30:3
1“So it will be when all of these things have come upon you, the blessing and the curse which I have placed before you, and you call them to mind in all the nations where the Lord your God has scattered you, 2and you return to the Lord your God and obey Him with all your heart and soul in accordance with everything that I am commanding you today, you and your sons, then the Lord your God will restore you from captivity, and have compassion on you, and will gather you again from all the peoples where the Lord your God has scattered you. 4If any of your scattered countrymen are at the ends of the earth, from there the Lord your God will gather you, and from there He will bring you back. 5The Lord your God will bring you into the land which your fathers possessed, and you shall possess it; and He will be good to you and make you more numerous than your fathers.

- Barnes’ Notes on the Bible · v. 1-10Verses 1-10 The rejection of Israel and the desolation of the promised inheritance were not to be the end of God‘s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment
- Tyndale Open Study Notes · v. 2-3with all your heart and all your soul: These words reflect the teaching found in the Shema (Israel’s great statement of covenant faith and commitment). The Shema calls Israel to love the Lord fully and faithfully (compare 6:4). To receive God’s forgiveness and return to the land, the people had to obey the covenant. Obedience was required before restoration could take place.Read the comment

They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
