Context of Deuteronomy 30:3
1“When you have experienced all these things, both the blessings and the curses I have set before you, you will reflect upon them in all the nations where the Lord your God has banished you. 2Then if you and your descendants turn to the Lord your God and obey him with your whole mind and being just as I am commanding you today, the Lord your God will reverse your captivity and have pity on you. He will turn and gather you from all the peoples among whom he has scattered you. 4Even if your exiles are in the most distant land, from there the Lord your God will gather you and bring you back. 5Then he will bring you to the land your ancestors possessed and you also will possess it; he will do better for you and multiply you more than he did your ancestors.

- Barnes’ Notes on the Bible · v. 1-10Verses 1-10 The rejection of Israel and the desolation of the promised inheritance were not to be the end of God‘s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment
- Tyndale Open Study Notes · v. 2-3with all your heart and all your soul: These words reflect the teaching found in the Shema (Israel’s great statement of covenant faith and commitment). The Shema calls Israel to love the Lord fully and faithfully (compare 6:4). To receive God’s forgiveness and return to the land, the people had to obey the covenant. Obedience was required before restoration could take place.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-101-10. when all these things are come upon thee, ... and thou shalt return ... then the Lord thy God will turn thy captivity--The hopes of the Hebrew people are ardently directed to this promise, and they confidently expect that God, commiserating their forlorn and fallen condition, will yet rescue them from all the evils of their long dispersion. They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
