Context of Deuteronomy 30:3
1And it shall come to pass, when all these things are come upon thee, the blessing and the curse, which I have set before thee, and thou shalt call them to mind among all the nations, whither the Lord thy God hath driven thee, 2And shalt return unto the Lord thy God, and shalt obey his voice according to all that I command thee this day, thou and thy children, with all thine heart, and with all thy soul; That then the Lord thy God will turn thy captivity, and have compassion upon thee, and will return and gather thee from all the nations, whither the Lord thy God hath scattered thee. 4If any of thine be driven out unto the outmost parts of heaven, from thence will the Lord thy God gather thee, and from thence will he fetch thee: 5And the Lord thy God will bring thee into the land which thy fathers possessed, and thou shalt possess it; and he will do thee good, and multiply thee above thy fathers.

- Barnes’ Notes on the Bible · v. 1-10Verses 1-10 The rejection of Israel and the desolation of the promised inheritance were not to be the end of God‘s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment
- Tyndale Open Study Notes · v. 2-3with all your heart and all your soul: These words reflect the teaching found in the Shema (Israel’s great statement of covenant faith and commitment). The Shema calls Israel to love the Lord fully and faithfully (compare 6:4). To receive God’s forgiveness and return to the land, the people had to obey the covenant. Obedience was required before restoration could take place.Read the comment

They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
