Context of Deuteronomy 30:3
1"And when all these things come upon you, the blessing and the curse, which I have set before you, and you call them to mind among all the nations where the Lord your God has driven you, 2and return to the Lord your God, you and your children, and obey his voice in all that I command you today, with all your heart and with all your soul, then the Lord your God will restore your fortunes and have mercy on you, and he will gather you again from all the peoples where the Lord your God has scattered you. 4If your outcasts are in the uttermost parts of heaven, from there the Lord your God will gather you, and from there he will take you. 5And the Lord your God will bring you into the land that your fathers possessed, that you may possess it. And he will make you more prosperous and numerous than your fathers.

- Barnes’ Notes on the Bible · v. 1-10Verses 1-10 The rejection of Israel and the desolation of the promised inheritance were not to be the end of God‘s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment
- Tyndale Open Study Notes · v. 2-3with all your heart and all your soul: These words reflect the teaching found in the Shema (Israel’s great statement of covenant faith and commitment). The Shema calls Israel to love the Lord fully and faithfully (compare 6:4). To receive God’s forgiveness and return to the land, the people had to obey the covenant. Obedience was required before restoration could take place.Read the comment

They do not consider the promise as fulfilled by their restoration from the captivity in Babylon, for Israel…Read the comment
