Context of Deuteronomy 30:3
1All these blessings and curses I have spoken about will happen to you. Take them to heart when you are among all the nations where the Lord your God will scatter you. 2If you and your children return to the Lord your God and obey him with all your heart and with all your soul, doing everything I command you today, he will restore your fortunes. He will have mercy on you and gather you from all the nations of the world where he will scatter you. 4Even if you are scattered to the most distant country in the world, the Lord your God will gather you and bring you back from there. 5The Lord your God will bring you to the land your ancestors owned. You will take possession of it, and the Lord will make you more prosperous and numerous than your ancestors were.

- Barnes’ Notes on the Bible · v. 1-10Verses 1-10 The rejection of Israel and the desolation of the promised inheritance were not to be the end of God‘s dispensations. The closing words of the address therefore are words of comfort and promise. Compare marginal reference and Deuteronomy 4:29 ff; 1 Kings 8:46-50. The chastisements of God would lead the nation to repent, and thereupon God would again bless them. Deuteronomy 30:3 Will turn thy captivity - Will change or put an end to thy state…Read the comment
