Context of Acts 26:9
7the promise to which our twelve tribes hope to attain, as they earnestly serve God night and day. For this hope, O king, I am being accused by Jews. 8Why is it considered incredible among you people if God raises the dead? “So I thought to myself that I had to act in strong opposition to the name of Jesus of Nazareth. 10And this is just what I did in Jerusalem; not only did I lock up many of the saints in prisons, after receiving authority from the chief priests, but I also cast my vote against them when they were being put to death. 11And as I punished them often in all the synagogues, I tried to force them to blaspheme; and since I was extremely enraged at them, I kept pursuing them even to foreign cities.

- Barnes’ Notes on the Bible · v. 9I verily thought - I indeed ̀ mensupposed. Paul here commences the account of his conversion, and states the evidence on which he judged that he was called of God to do what he had done. He begins by saying that it was not because he was originally disposed to be a Christian, but that he was violently and conscientiously opposed to Jesus of Nazareth, and had been converted when in the full career of opposition to him and his cause. With myself - I thought…Read the comment

He began by respectfully recognizing Agrippa’s knowledge of Jewish matters (26:2–3). He then described his early life, his training in Judaism, and his membership in the Pharisees (a Jewish group known for strict obedience to the law; 26:4–5). Paul explained that the charges against him were only because he believed that God had fulfilled the…Read the comment
