Context of Acts 26:9
7a promise that our twelve tribes hope to attain as they earnestly serve God night and day. Concerning this hope the Jews are accusing me, Your Majesty! 8Why do you people think it is unbelievable that God raises the dead? Of course, I myself was convinced that it was necessary to do many things hostile to the name of Jesus the Nazarene. 10And that is what I did in Jerusalem: Not only did I lock up many of the saints in prisons by the authority I received from the chief priests, but I also cast my vote against them when they were sentenced to death. 11I punished them often in all the synagogues and tried to force them to blaspheme. Because I was so furiously enraged at them, I went to persecute them even in foreign cities.

- Barnes’ Notes on the Bible · v. 9I verily thought - I indeed ̀ mensupposed. Paul here commences the account of his conversion, and states the evidence on which he judged that he was called of God to do what he had done. He begins by saying that it was not because he was originally disposed to be a Christian, but that he was violently and conscientiously opposed to Jesus of Nazareth, and had been converted when in the full career of opposition to him and his cause. With myself - I thought…Read the comment
- Tyndale Open Study Notes · v. 1-23In his careful defense before King Agrippa, Paul argued that his message agreed fully with the Jewish faith. He then described his early life, his training in Judaism, and his membership in the Pharisees (a Jewish group known for strict obedience to the law; 26:4–5).
