Context of 1 Chronicles 11:2
1Then all Israel gathered to David at Hebron and said, “Behold, we are your bone and your flesh. In times past, even when Saul was king, you were the one who led out and brought in Israel; and the Lord your God said to you, ‘You shall shepherd My people Israel, and you shall be leader over My people Israel.’” 3So all the elders of Israel came to the king at Hebron, and David made a covenant with them in Hebron before the Lord; and they anointed David king over Israel, in accordance with the word of the Lord through Samuel. 4Then David and all Israel went to Jerusalem (that is, Jebus); and the Jebusites, the inhabitants of the land, were there.

- Tyndale Open Study Notes · v. 1-3David first became king of Judah in Hebron and ruled there for seven and a half years (1 Chronicles 3:4; 2 Samuel 5:5). The Chronicler does not include the details of that time (see 2 Samuel 2–4) and instead focuses on David’s 33 and a half years ruling the entire nation. This began with his agreement with all the elders of Israel at Hebron (see 2 Samuel 5:1–5).Read the comment

The convention of the estates of the kingdom, the public and solemn homage of the representatives of the people, and the repeated anointing of the new king in their presence and by their direction, seem to have been necessary to the general acknowledgment of the sovereign on the part of the nation…Read the comment
