Context of Hebrews 7:22
20And inasmuch as it was not without an oath 21(for they indeed became priests without an oath, but He with an oath through the One who said to Him, “The Lord has sworn And will not change His mind, ‘You are a priest forever’”); so much the more also Jesus has become the guarantee of a better covenant. 23The former priests, on the one hand, existed in greater numbers because they were prevented by death from continuing, 24but Jesus, on the other hand, because He continues forever, holds His priesthood permanently.

- Barnes’ Notes on the Bible · v. 22By so much - Inasmuch as an oath is more solemn than a mere appointment. The meaning is, that there is all the additional security in the suretyship of Jesus which arises from the solemnity of an oath. It is not implied that God would not be true to his mere promise, but the argument here is derived from the custom of speaking among people. An oath is regarded as much more sacred and binding than a mere promise, and the fact that God has sworn in a given…Read the comment
- Matthew Henry Concise Commentary · v. 11-25Verses 11-25 The priesthood and law by which perfection could not come, are done away; a Priest is risen, and a dispensation now set up, by which true believers may be made perfect. That there is such a change is plain. The law which made the Levitical priesthood, showed that the priests were frail, dying creatures, not able to save their own lives, much less could they save the souls of those who came to them. But the High Priest of our profession holds…Read the comment
