22So they departed and came to the hill country, and remained there for three days, until the pursuers returned. Now the pursuers had searched for them all along the road, but had not found them. 23Then the two men returned and came down from the hill country, and they crossed over and came to Joshua the son of Nun. Then they reported to him all that had happened to them. And they said to Joshua, “The Lord has indeed handed over to us all the land; furthermore, all the inhabitants of the land have despaired because of us.”

- Adam Clarke Bible Commentary · v. 24Truly the Lord hath delivered into our hands all the land - How different was this report from that brought by the spies on a former occasion! They found that all the inhabitants of the land were panic-struck. The people had heard of the great exploits of the Israelites on the other side of Jordan; and as they had destroyed the potent kings of the Amorites, they took it for granted that nothing could stand before them. All the people of the country faint because of Israel; they have neither wisdom to yield, nor courage to fight.
