Context of Jeremiah 50:18
16Eliminate the sower from Babylon And the one who wields the sickle at the time of harvest; From the sword of the oppressor Each of them will turn back to his own people And each of them will flee to his own land. 17“Israel is a scattered flock, the lions have driven them away. The first one who devoured him was the king of Assyria, and this last one who has gnawed his bones is Nebuchadnezzar king of Babylon. Therefore this is what the Lord of armies, the God of Israel says: ‘Behold, I am going to punish the king of Babylon and his land, just as I punished the king of Assyria. 19And I will bring Israel back to his pasture and he will graze on Carmel and Bashan, and his desire will be satisfied in the hill country of Ephraim and Gilead. 20In those days and at that time,’ declares the Lord, ‘search will be made for the wrongdoing of Israel, but there will be none; and for the sins of Judah, but they will not be found; for I will forgive those whom I leave as a remnant.’

- Adam Clarke Bible Commentary · v. 18As I have punished the king of Assyria - The Assyrians were overthrown by the Medes and the Chaldeans. The king is here taken for all their kings, generals, etc., Tiglath-pileser, Shalmaneser, Sennacherib, Esar-haddon, etc. To them succeeded the Chaldean or Babylonish kings. Nebuchadnezzar came against Judea several times; and at last took the city and burnt it, profaned and demolished the temple, wasted the land, and carried the princes and people into…Read the comment
- Matthew Henry Concise Commentary · v. 8-20Verses 8-20 The desolation that shall be brought upon Babylon is set forth in a variety of expressions. The cause of this destruction is the wrath of the Lord. Babylon shall be wholly desolated; for she hath sinned against the Lord. Sin makes men a mark for the arrows of God's judgments. The mercy promised to the Israel of God, shall not only accompany, but arise from the destruction of Babylon. These sheep shall be gathered from the deserts, and put…Read the comment

The first decree condemned Babylon to complete destruction, like the punishment the Lord gave Assyria (Nahum 3). Assyria fell in 612 BC; Babylon fell in 539 BC. I will return Israel: The second divine decree promises to restore Israel, specifically the people of the northern tribes, whose land was defined by the mentioned landmarks.
