Context of Jeremiah 50:18
16Cut off the sower from Babylon, and the one who wields the sickle at harvest time. In the face of the oppressor’s sword, each will turn to his own people, each will flee to his own land. 17Israel is a scattered flock, chased away by lions. The first to devour him was the king of Assyria; the last to crush his bones was Nebuchadnezzar king of Babylon.” Therefore this is what the LORD of Hosts, the God of Israel, says: “I will punish the king of Babylon and his land as I punished the king of Assyria. 19I will return Israel to his pasture, and he will graze on Carmel and Bashan; his soul will be satisfied on the hills of Ephraim and Gilead. 20In those days and at that time, declares the LORD, a search will be made for Israel’s guilt, but there will be none, and for Judah’s sins, but they will not be found; for I will forgive the remnant I preserve.

- Adam Clarke Bible Commentary · v. 18As I have punished the king of Assyria - The Assyrians were overthrown by the Medes and the Chaldeans. The king is here taken for all their kings, generals, etc., Tiglath-pileser, Shalmaneser, Sennacherib, Esar-haddon, etc. To them succeeded the Chaldean or Babylonish kings. Nebuchadnezzar came against Judea several times; and at last took the city and burnt it, profaned and demolished the temple, wasted the land, and carried the princes and people into…Read the comment
- Matthew Henry Concise Commentary · v. 8-20Verses 8-20 The desolation that shall be brought upon Babylon is set forth in a variety of expressions. The cause of this destruction is the wrath of the Lord. Babylon shall be wholly desolated; for she hath sinned against the Lord. Sin makes men a mark for the arrows of God's judgments. The mercy promised to the Israel of God, shall not only accompany, but arise from the destruction of Babylon. These sheep shall be gathered from the deserts, and put…Read the comment

The first decree condemned Babylon to complete destruction, like the punishment the Lord gave Assyria (Nahum 3). Assyria fell in 612 BC; Babylon fell in 539 BC. I will return Israel: The second divine decree promises to restore Israel, specifically the people of the northern tribes, whose land was defined by the mentioned landmarks.
