Context of 2 Kings 12:16
14for they gave that to those who did the work, and with it they repaired the house of the Lord. 15Moreover, they did not require an accounting from the men into whose hands they gave the money to pay to those who did the work, because they acted faithfully. The money from the guilt offerings and the money from the sin offerings was not brought into the house of the Lord; it belonged to the priests. 17Then Hazael the king of Aram went up and fought against Gath and captured it, and Hazael was intent on going up against Jerusalem. 18So Jehoash king of Judah took all the sacred offerings that Jehoshaphat, Jehoram, and Ahaziah, his fathers, kings of Judah, had consecrated, and his own sacred offerings, and all the gold that was found among the treasuries of the house of the Lord and of the king’s house, and sent them to Hazael king of Aram. Then he withdrew from Jerusalem.

Commentaries on 2 Kings 12:16
- Barnes’ Notes on the Bible · v. 16The trespass money and the sin money - In all cases of injury done to another, a man was bound by the Law to make compensation, to the sufferer, if possible; if not, to his nearest kinsman. If the man was dead and had left no kinsman, then the compensation was to be made to the priest Numbers 5:8. This would form a part of the trespass and sin money. The remainder would accrue from the voluntary gifts made to the priests by those who came to make…Read the comment
- Tyndale Open Study Notes · v. 1-21The record of Joash's reign follows a typical format: It describes when he became king (2 Kings 11:21–12:3) It tells about his royal activities (2 Kings 12:4–18) It gives the closing notice of his reign (2 Kings 12:19–21). The main focus is Joash’s efforts to repair the temple of the Lord (2 Kings 12:4–16). Later, when the army of Aram [the Arameans] invaded, Joash took treasures from the temple and gave them away to protect his city (2 Kings 12:17–18).Read the comment

Howbeit there were not made ... bowls, &c.--When the repairs of the temple had been completed, the surplus was appropriated to the purchase of the temple furniture.
