Context of 2 Kings 12:16
14But there were no silver cups, snuffers, bowls, trumpets, and no vessels of gold or vessels of silver made for the House of Adonai from the money brought to the House of Adonai. 15For they gave it to those that did the work, and with it they repaired the House of Adonai. They did not check on the men to whom they gave the money to pay the workers, for they dealt faithfully. 17The money from the guilt offering and money from the sin offering was not brought into the House of Adonai—it was for the kohanim. 18Then King Hazael of Aram marched and attacked Gath and captured it, and next Hazael set his face to march against Jerusalem.

- Barnes’ Notes on the Bible · v. 16The trespass money and the sin money - In all cases of injury done to another, a man was bound by the Law to make compensation, to the sufferer, if possible; if not, to his nearest kinsman. If the man was dead and had left no kinsman, then the compensation was to be made to the priest Numbers 5:8. This would form a part of the trespass and sin money. - Tyndale Open Study Notes · v. 1-21The record of Joash's reign follows a typical format: It describes when he became king (2 Kings 11:21–12:3) It tells about his royal activities (2 Kings 12:4–18) It gives the closing notice of his reign (2 Kings 12:19–21). The main focus is Joash’s efforts to repair the temple of the Lord (2 Kings 12:4–16). Later, when the army of Aram [the Arameans] invaded, Joash took treasures from the temple and gave them away to protect his city (2 Kings 12:17–18).Read the comment

Howbeit there were not made ... bowls, &c.--When the repairs of the temple had been completed, the surplus was appropriated to the purchase of the temple furniture.
