Context of 2 Kings 12:16
14Instead, the money was given to the workmen, and they used it to repair the temple. 15They didn’t require the men who were entrusted with the money for the workers to give an account, because they were honest people. The money from the guilt offerings and the offerings for sin was not brought into the Lord’s temple. It belonged to the priests. 17At this time King Hazael of Aram fought against Gath and conquered it. He was also determined to attack Jerusalem. 18So King Joash of Judah took all the gifts his ancestors Kings Jehoshaphat, Jehoram, and Ahaziah of Judah, had dedicated to the Lord, the things he had dedicated to the Lord, and all the gold that could be found in the storerooms of the Lord’s temple and the royal palace. He sent these things to King Hazael of Aram, who called off the attack on Jerusalem.

- Barnes’ Notes on the Bible · v. 16The trespass money and the sin money - In all cases of injury done to another, a man was bound by the Law to make compensation, to the sufferer, if possible; if not, to his nearest kinsman. If the man was dead and had left no kinsman, then the compensation was to be made to the priest Numbers 5:8. This would form a part of the trespass and sin money. - Tyndale Open Study Notes · v. 1-21The record of Joash's reign follows a typical format: It describes when he became king (2 Kings 11:21–12:3) It tells about his royal activities (2 Kings 12:4–18) It gives the closing notice of his reign (2 Kings 12:19–21). The main focus is Joash’s efforts to repair the temple of the Lord (2 Kings 12:4–16). Later, when the army of Aram [the Arameans] invaded, Joash took treasures from the temple and gave them away to protect his city (2 Kings 12:17–18).Read the comment
