Context of 2 Kings 12:16
14It was paid to the workmen, who used it for the Temple repairs. 15No accounting of this money was required from the construction supervisors, because they were honest and trustworthy men. However, the money that was contributed for guilt offerings and sin offerings was not brought into the Lord’s Temple. It was given to the priests for their own use. 17About this time King Hazael of Aram went to war against Gath and captured it. Then he turned to attack Jerusalem. 18King Joash collected all the sacred objects that Jehoshaphat, Jehoram, and Ahaziah, the previous kings of Judah, had dedicated, along with what he himself had dedicated. He sent them all to Hazael, along with all the gold in the treasuries of the Lord’s Temple and the royal palace. So Hazael called off his attack on Jerusalem.

- Barnes’ Notes on the Bible · v. 16The trespass money and the sin money - In all cases of injury done to another, a man was bound by the Law to make compensation, to the sufferer, if possible; if not, to his nearest kinsman. If the man was dead and had left no kinsman, then the compensation was to be made to the priest Numbers 5:8. This would form a part of the trespass and sin money. The remainder would accrue from the voluntary gifts made to the priests by those who came to make…Read the comment
- Tyndale Open Study Notes · v. 1-21The record of Joash's reign follows a typical format: It describes when he became king (2 Kings 11:21–12:3) It tells about his royal activities (2 Kings 12:4–18) It gives the closing notice of his reign (2 Kings 12:19–21). The main focus is Joash’s efforts to repair the temple of the Lord (2 Kings 12:4–16). Later, when the army of Aram [the Arameans] invaded, Joash took treasures from the temple and gave them away to protect his city (2 Kings 12:17–18).Read the comment

Howbeit there were not made ... bowls, &c.--When the repairs of the temple had been completed, the surplus was appropriated to the purchase of the temple furniture.
