Context of 2 Chronicles 17:7
5So the Lord established the kingdom in his control, and all Judah gave tribute to Jehoshaphat, and he had great riches and honor. 6He took great pride in the ways of the Lord, and again removed the high places and the Asherim from Judah. Then in the third year of his reign he sent his officials, Ben-hail, Obadiah, Zechariah, Nethanel, and Micaiah, to teach in the cities of Judah; 8and with them the Levites, Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah, and Tobadonijah, the Levites; and with them the priests Elishama and Jehoram. 9They taught in Judah, having the Book of the Law of the Lord with them; and they went throughout the cities of Judah and taught among the people.

- Adam Clarke Bible Commentary · v. 7To teach in the cities of Judah - "To teach the fear of the Lord in the cities of Judah." - Targum. In these verses we find a remarkable account of an itinerant ministry established by Jehoshaphat; and in this work he employed three classes of men: The princes. The Levites. The priests. We may presume that the princes instructed the people in the nature of the civil law and constitution of the kingdom; the Levites instructed them in every thing that…Read the comment
- Barnes’ Notes on the Bible · v. 7The princes were not sent as teachers themselves, but had the duty committed to them of seeing that the people were taught. The actual teachers were the priests and Levites of 2 Chronicles 17:8.Read the comment
- Tyndale Open Study Notes · v. 7-9Jehoshaphat fulfilled the Lord's command to teach the law (Deuteronomy 5:1; 17:18–20). He appointed five royal officers, nine Levites, and two priests to teach the people the book of the covenant. Levites often served as teachers during the Second temple period as well (Nehemiah 8:7). Some versions leave out Tob-adonijah; this seems to be a scribal error of repetition.Read the comment

Also in the third year of his reign he sent to his princes, ... to teach in the cities of Judah--The ordinary work of teaching devolved on the priests. But extraordinary commissioners were appointed, probably to ascertain whether the work had been done or neglected. This deputation of five princes, assisted by two priests and nine Levites, was to make a circuit of the towns in Judah. It is the first practical measure we read of as being adopted by…Read the comment
